Maria Virgínia Ferreira de Almeida Jódice Gamito Dignum (born 2 May 1964, in Lisbon, Portugal) is a Dutch-Portuguese researcher in computer science and artificial intelligence.[2,4] She is a Professor of Computer Science at Umeå University, an Associate Professor at Delft University of Technology, and a Guest Professor at the University of Amsterdam.[2,4] Sources differ on the research group she leads, variously describing it as the Social and Ethical Artificial Intelligence research group, the Responsible Artificial Intelligence research group, or the Social and Public Artificial research group, while she also directs the AI Policy Lab. Her research and writing consider responsible artificial intelligence and the development and evaluation of human-agent and multi-agent teamwork, aligning with themes of Human-Centered Artificial Intelligence.
She studied at the University of Lisbon, the Free University of Amsterdam (Vrije Universiteit), and Utrecht University, where she completed her 2004 doctoral thesis, "A Model for Organizational Interaction Based on Agents, Founded in Logic," under John-Jules C. Meyer, Frank Dignum, and Hans Weigand.[16]
Education and early career
Virginia Dignum was born on 2 May 1964 in Lisbon, Portugal. After graduating and earning her bachelor's degree from the University of Lisbon in 1987, she moved to Amsterdam, where she completed an MSc in computer science at the Vrije Universiteit Amsterdam (Free University of Amsterdam) in 1989.[28,29] Following an initial period in the private sector, she worked in business consulting and system development, including systems based on Artificial Intelligence and knowledge management.[1,28,30] In 2003, Dignum returned to academic computer science, and in 2004 she earned her doctorate in computer science and Artificial Intelligence from Utrecht University, with a thesis on multi-agent systems and organizational interaction.[31] She was appointed as an associate professor at Delft University of Technology.[2] In 2006, she was made a Veni laureate by the Netherlands Organisation for Scientific Research for her work on agent-based organizational frameworks and modeling.[18]
Research
In 2009, she was appointed Associate Professor at Delft University of Technology, specifically at the Faculty of Technology, Policy and Management, where she remained in service until 2018.[4,32] In 2011, she became Vice President of the Benelux Association for Artificial Intelligence (Benelux Vereniging voor Kunstmatige Intelligentie, BNVKI), a position she held until 2017.[5] In 2018, Dignum joined Ume å University as Professor of AI and Society, where she directs the AI Policy Lab, and she also serves as a guest professor at the Universiteit van Amsterdam.[5,2]
Dignum's research focuses on responsible and human-centered artificial intelligence, with an emphasis on the interaction between humans and artificial agents, the ethical governance of digital technologies, and the mechanisms for regulating the behavior of autonomous agents.[34,6,35,15] She is interested in the ethical and cultural impacts of artificial intelligence, and in finding ways to optimize AI and make it transparent for the people who are impacted by it.[6,7] Her research is supported by the Wallenberg AI, Autonomous Systems and Software Program (WASP).[34,6,35,15] Her studies also encompass the formalization of social interaction through computational theories and architectures for agent deliberation based on social practices, as well as the design and evaluation of human-agent teamwork in complex socio-technical systems, with particular focus on dynamics of trust, negotiation, and collaboration via agent-based simulations. She has received recognition for her work in agent-based organizational frameworks and holds a Veni laureate from the Netherlands Organisation for Scientific Research.
She hopes that AI is not viewed only as a computer science discipline, but as one that interacts with all academic fields, emphasizing the need for interdisciplinary collaboration involving social scientists, economists, legal scholars, and philosophers to ensure AI systems are ethical and fair.[5,9] She was included in the European Commission's High-Level Expert Group on Artificial Intelligence, where she helped create guidelines and policies for the European Union's AI strategy; during 2018, the group delivered the Artificial Intelligence Ethics Guidelines and recommendations for trustworthy AI, which are incorporated into the European Commission's five-year plan and will form part of the Multiannual Financial Framework until 2027.[10,11] She is a member and Fellow of the European Association for Artificial Intelligence, serves on the Board of Directors of ALLAI to monitor the use of AI, and in 2019 was elected a Council Member of the World Economic Forum.[8,9,13,15] As an AI expert, she participates in conferences and public events, and has held organizational roles in major international conferences, including serving as Program Chair of the International Conference on Autonomous Agents and Multiagent Systems (AAMAS 2024) and Ethics Chair of the AAAI Conference on Artificial Intelligence (AAAI 2024).[14]
Policy work
Dignum has played a significant role in developing and shaping the European Union's artificial intelligence strategy and policy as an appointed member of the European Commission's High-Level Expert Group on Artificial Intelligence.[9,34,36,37] In 2018, the group delivered the Ethics Guidelines for Trustworthy AI along with a series of recommendations.[10,11,34,36,37] The recommendations from the group were included in the European Commission's five-year plan and will form part of the Multiannual Financial Framework up until 2027. She also serves on the board of directors of ALLAI (ALLAI-NL), a collective of researchers bringing stakeholders together to monitor and examine the use of AI and promote its responsible development.[12,34]
In 2019, Dignum joined the World Economic Forum Global AI Council, with English Wikipedia stating she was elected and Igbo Wikipedia stating she was appointed. In 2023, United Nations Secretary-General António Guterres appointed Dignum to his Artificial Intelligence Advisory Body on risks, opportunities, and international governance of artificial intelligence, co-chaired by Carme Artigas and James Manyika.[19,26,34] She is also involved in various other international initiatives, including the Global Partnership on AI (GPAI) and the expert group tasked with the implementation of UNESCO's AI ethics recommendation. Dignum has emphasized the need for a certification authority for AI, similar to those that exist for pharmaceuticals and food. Additionally, she provides expert commentary on AI at conferences and public events.[13,14]
In 2022, she received the AI and Ethics Professional of the Year award, and in 2025 she received the AI Policy Leader Award from the Center for AI and Digital Policy (CAIDP).[19] During her career, she was also awarded the Medal of Honor of the city of Oeiras, in Portugal.[38]
Awards and recognition
In 2006, she received a Veni research grant from the Nederlandse Organisatie voor Wetenschappelijk Onderzoek (NWO). In 2018, she was named a Fellow of the European Association for Artificial Intelligence (EurAI). In 2019, she was included in the World Economic Forum's Global AI Council, contributing to the global debate on artificial intelligence policies.[34,39] In 2020, she was elected a member of the Royal Swedish Academy of Engineering Sciences (IVA) and was nominated for AI Swede of the Year for her outstanding work in responsible AI and its impact on society.
